It's great to hear from a seasoned traveller to Dublin, looking to try a week in wonderful
Galway. The train would make the most obvious choice as you suggested. This would involve getting from the airport to Dublin City in order to catch the service operated by
Irish Rail. There is a taxi rank outside the arrivals area, and there will be plenty of available taxis which cater for wheelchair users.
It is also possible to catch the
Bus Eireann service from the airport to Galway. Here is a contact page for
