Can an Indian National with EU Residence Permit need to apply for a separate visa?

I want to come and tour Ireland for a few days. Is it possible for me to get entry on the basis of my Portuguese Residence Permit valid for a year?

I would be interested in visiting any part of the Island that allows me Visa on Arrival or Visa free temporary access. Looks like one doesn't exist and I am out of the pages in my Indian Passport. So I will have to get a new passport before visiting Ireland. Thank you for your help.
