For being able to enter the UK from an 'amber' country such as Belgium, you'll need to present a negative Covid test result and fill in a Passenger Locator Form, even if fully vaccinated. You can find more details and possible updates to the situation on the UK Government's website

To enter Ireland from a non-EU country such as the UK, you'll be able to enter without a test or quarantine if you have valid proof of vaccination. As long as your 16 yr old has a negative RT-PCR test result and is accompanied by vaccinated adults, they won't need to quarantine either.
