Hi,
I'm from Italy, I'm not vaccinated and I don't have a recovered certificate from covid.

If I arrive into Ireland in October with a negative PCR test:

-  Am I allowed to accommodate in hotels, hostels. b&bs or Airbnb WITHOUT a PCR- TEST?
-  Am I allowed to dinner indoor in a restaurant WITH a PCR Test?

The government website isn't clear about it.

Please let me now.

It all depends on what date you will arrive in Ireland, because things will change from October 22 onwards.
You will be able to eat in restaurants without certifications, but there are no details yet regarding Hotels and accomodations in general.
So it is assumed that the requirements will remain the same, as well as to enter Ireland.

The restrictions that will be lifted after October 22 are:
  • Requirements for physical distancing;
  • Requirements for mask wearing outdoors and in indoor private settings;
  • Limits on numbers at indoor and outdoor events and activities;
  • Restrictions on religious or civil ceremonies;
  • Limits on numbers that can meet in private homes/gardens;
  • Certification of vaccination, immunity or testing as a prerequisite for access to, or engagement in, any activities or events (with the exception of international travel);
  • Restrictions on high-risk activities (for example: nightclubs).

Measures that will remain in place include:
  • Self-isolation when we have symptoms;
  • Mask wearing in healthcare settings, indoor retail and on public transport.

This is what we know by now, so I would advise you to keep yourself updated about public health measures in place if anything changes.
