I went to the Traveler's Health page for this site and in the ROI link at the top in says those passengers arriving to ROI who have a valid proof of vaccination do not need to show additional PCR negative results.

However, when I read further down it says;
It is an offence to travel to Ireland from overseas without a pre-departure test result unless exempt. A passenger who travels without a test result or an exemption is required to take a PCR test within 36 hours following arrival.

Is the exemption a valid proof of vaccination?  Like I said, I'm confused.

It's great that you are planning a trip to Ireland and I'd love to help you further. 😊 

A valid proof of vaccination or of recent recovery is indeed an exemption to the testing requirement. If you are fully vaccinated or recently recovered (in the last 6 months), you won't have to show evidence of a pre-departure test.

Please note that you will also have to fill out a Passenger Locator Form
