International Driving Permit

Hi folks,
This website says that an IDP is required for anyone without a "a full valid national driving licence"
(see this page https://www.ireland.com/en-ca/plan-your-trip/travel/getting-around-ireland/  )
BUT when we landed in Dublin from Canada with our IDPs in hand, the Hertz rental car desk attendant looked at us funny and said no, an IDP isn't necessary.
Can anyone clarify the discrepancy?
It was a pain to get and cost us $50 CA.
Why would this site say it's needed if it's not?
