Filipino living in the UK

My live-in partner would like to know if she requires a visa. She has a 3 year UK partner visa which on which she is entitled to work in the UK. She is in full time employment. So, does she need a visa or is she in any way exempt? I'm asking because the waiting time for a visa is too long currently.
